Although 18 PSA oxygen plants were expected to be operational in the country by end 2024, only 7 were either operational or commissioned as of March 2024. Functional oxygen plants are also operating far below their optimal production level. 11 plants are included in the PPP with a total potential production capacity of 4,544.30 LPM (or equivalent to 272.81 Nm3/h). This means that 280,979 cylinders of the 8,500 L size can be filled per year, which translates to 769 cylinders per day. UNICEF seeks market information about potential solution to operate and maintain the PSA Oxygen plants and sell the oxygen produced to healthcare facilities, under an Operations and Maintenance (O&M) model.  PPOs are expected to operate and maintain the PSA oxygen plants and sell the oxygen produced to healthcare facilities, under an Operations and Maintenance (O&M) model. Under this model, all the infrastructure and equipment will remain the property of the MOH. PPOs will be contracted by the MOH to manage the daily operations and maintenance of the existing PSA oxygen plants to produce medical oxygen, and will generate revenues from the sale of medical oxygen to the MOH, who will purchase on behalf of public health facilities
