Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: Ethiopia's horticultural sector faces several obstacles despite its quick expansion and financial contributions. The lack of qualified workers in fields is a serious problem. Market efficiency is further hampered by weak ties and a lack of integration among value chain actors. The STED methodology offers a structured and participatory approach to address challenges by working with governments, industries, employers' and workers' organizations, and education/training providers in developing and emerging countries to diagnose skills needs: Identify current and future skills. Develop sector skills strategies: Create sector skills strategic documents with clear recommendations and implementation plans. Build national and sectoral capacity: Strengthen institutions to conduct ongoing skills analysis and govern skills development systems. Then the work of the national consultant in collaboration with the ILO and social partners will study the horticulture sector with clear recommendations using STED methodology and come up with the sub sector skills strategy in Ethiopia.
