The United Nations Support Office in Haiti (UNSOH) invites Expressions of Interest from qualified and experienced contractors to provide facilities maintenance, minor construction, and HVAC services across twelve (12) UNSOH locations in Port-au-Prince, Haiti. The prospective contract aims to ensure the continuous operation, safety, and compliance of United Nations facilities, including offices, residential accommodations, workshops, warehouses, and related infrastructure. The selected bidder (contractor) will be required to deliver comprehensive services covering both routine maintenance and task order based works, encompassing soft- and hard-walled structures, supporting amenities such as ablution facilities, kitchens, and dining areas, as well as primary infrastructure including utility service lines, camp security systems, and HVAC installations. All services must be performed in accordance with internationally recognized standards and established engineering practices, to the satisfaction of UNSOH. The prospective contract will be all-inclusive for an initial term of two (2) years, with the option of three (3) additional one-year extensions (2+1+1+1) at the sole discretion of the United Nations. The contractor will assume full responsibility for the provision and management of all necessary resources, including qualified personnel, supervision, transportation, equipment, tools, materials, and supplies, as well as all logistical arrangements for mobilization, deployment, sustainment, rotation, and demobilization, at no additional cost to the United Nations. Scope of Services The scope of services is structured into three principal components: Part 1: Facilities and Infrastructure Maintenance The Contractor shall provide comprehensive preventive and corrective maintenance services. These shall include, but not be limited to, routine inspections, servicing, minor repairs, and replacements; rectification of faults and system failures; provision of on-call and emergency repair services (with response times of within one (1) hour for emergencies and 24 - 48 hours for ad hoc requests); and the supply of both skilled and unskilled labor on a daily rate basis. The services shall cover a wide range of facilities, including residential and office buildings (prefabricated, hard-wall, and soft-wall structures), kitchens, dining facilities, ablution units, laundry areas, medical facilities, recreational buildings, workshops, and warehouses. In addition, maintenance shall extend to security infrastructure such as guard posts, watchtowers, and access control points, as well as to core systems including electrical, plumbing, HVAC, and structural components. Specialized services shall include carpentry, masonry, welding, painting, electrical and plumbing works, HVAC maintenance, structural repairs, leak rectification, and the conduct of safety inspections together with implementation of corrective measures. Part 2: Minor Construction Works The Contractor shall undertake minor construction works on an as-required basis. Such works shall include site preparation and paving; concrete, masonry, and carpentry works; installation of prefabricated and temporary structures; electrical installations and water and sanitation systems; physical security infrastructure; and the installation and removal of tents. All construction activities shall be executed in accordance with approved designs and under the supervision of UNSOH. Part 3: HVAC Works The Contractor shall provide specialized HVAC services on an ad hoc basis. These services shall include installation, maintenance, and troubleshooting of HVAC systems; inspection, cleaning, and calibration of equipment; refrigerant management, including leak detection and recharging; airflow and system performance testing; and preventive maintenance in accordance with manufacturer recommendations. The Contractor shall be responsible for supplying all tools, materials, spare parts, and consumables necessary for the effective execution of HVAC-related services. Specific Requirements/Information Demonstrated experience in delivering comparable services of similar scope and complexity under hazardous, harsh, and hostile conditions, including environments affected by armed conflict and civil unrest, shall be provided at the proposal submission stage. Documentary evidence or formal confirmation demonstrating the Contractor’s ability to obtain and maintain all required licenses, permits, visas, consents, and authorizations from the Government of Haiti, or any other relevant governmental or regulatory authorities, necessary for the proper execution of the Contract, shall also be provided at the proposal submission stage. The details of the requirement shall be included in the solicitation documents which are only shared after the closing of this EOI.
