UNICEF has now issued a: Request for Proposals in order to select a supplier for the provision of Third-Party programme monitoring services on Long Term Arrangement (LTA) Basis FURTHER BRIEF BACKGROUND Purpose: Conduct programme monitoring, including supply end user monitoring, to assess the implementation status of programmes supported by UNICEF Location: National, Provincial & district level Duration: 3 years (Each specific assignment to be calculated based on approved fixed fee rate) OBJECTIVES / TARGET The overall objective of third-party assurance activities is to monitor and/or verify that UNICEF-supported activities are being implemented, with quality and integrity, by NGO and/or government partners; and contributing to improved wellbeing of children and women The overall objective of this contract is to ensure that UNICEF has adequate, quality and timely information on the reach and effect of availed resources. Specific Objectives will include; a) End User/Supply Monitoring - Assess the functionality and use of supplies at facility and/or community levels, adequacy and relevance of the supplies, - Assess the quality and appropriateness/suitability of the supplies. - Assess the allocation, storage, maintenance of equipment and distribution of supplies to the right target group - Assess durability of the supplied commodities - Access the existing system (recording keeping, information flow) and any challenges that need to be addressed b) Programme Monitoring/visits - Verification and Validation of the implementation of the activities versus planned and demonstrate the efficiency of the implementation modalities for both developmental and humanitarian interventions. - Documentation of short-term results achieved focusing on the following monitoring domains: a) access to services b) utilization of the services, c) quality of the services d) data management and reporting and e) enabling environment which will include: Societal norms, policy framework, institutional management/coordination. - Identify bottlenecks and recommend solutions and trigger solutions and corrective actions. Please note that in order to access the tender documentation through UNICEF’s e-submissions system, vendors must: (i) be registered with UNICEF in UNGM as a company/NGO; (ii) have successfully completed all mandatory information currently required by UNGM when registering.
