The Forest & Climate Leaders’ Partnership (FCLP) is a high-ambition group of 33 governments that are committed to work together to drive global ambition to support the delivery of the 2030 target to halt and reverse forest loss and land degradation. Under the FCLP, Norway and Peru launched the Platform to Support Indigenous Peoples and Local Communities in Forest Climate Action at COP28 (Dubai 2023) by a group of governments, donors from the Forest Tenure Funders Group (FTFG), and Indigenous organisations including the Global Alliance for Territorial Communities (GATC). The Platform is pursuing the following 2 outcomes: Policy action at national level: By 2030 the Platform has supported at least six tropical forest countries to advance in: (1) shifting policies to strengthen tenure rights and secure a path towards zero deforestation and zero violence in IP and LC territories, and/or (2) redirecting or increasing finance flows towards more positive outcomes for IP & LCs, and/or (3) developing and strengthening more inclusive climate governance2 models at the national/regional level.   Policy action at global level: Between 2024 and 2030, the Platform has regularly contributed to increased high-level political attention on Indigenous peoples (IP) and local communities (LC) issues raised by IP and LC organizations and FCLP country members, utilizing regional and geopolitical opportunities to influence decision-making and political (including donors) agendas. A key part of this agenda is to map the opportunity for a global inter-governmental commitment across tropical forest countries to scale up the recognition of forest and land tenure rights for Indigenous Peoples, and local communities to XX hectares of lands by 2030. The FCLP Secretariat needs support to achieve Outcome 2 and to ensure that FCLP members are appropriately resourced to support ambition.  Progress in 2024  After Ministerial and Director-level meetings at CBD COP16 and UNFCCC COP29, 12 countries agreed to work together to support the delivery of Outcome 2 at COP30. The Secretariat is now working with donors to provide in-country support to tropical forest countries who have requested it to support the technical work required in-country.  In addition to that support, the FCLP Secretariat is seeking an individual or organization who can provide technical support for the development of the global commitment, as well as who is able to provide support in countries to identify where opportunities for ambition might exist.  Targeted impact of the grant/funding: The grant funding will provide the technical support required to develop a global commitment text taking account of a variety of national circumstances and will provide detailed technical inputs to support tropical forest countries to identify areas where land tenure can be recognised.
