The United Nations intend to issue a solicitation engage consultancy services to provide coaching services to two cohorts of 15 SMEs in the Philippines to become greener. Specific responsibilities and tasks include: 1. Design the coaching process (1 month) There will be two cohorts (one in 2026 and one in 2027) of 15 SMEs coached in the Philippines. Each SME will receive 80 coaching hours, and a total of 864 coaching hours will be provided for each cohort of 15 SMEs over a period of 10 months. The coaching will include joint workshops and individualised coaching (in person, in situ, and online) and can be spread out over multiple days to maximize impact, for example, 12 hours of individual coaching may be split over 3 days to maximize efforts. The coaching will utilise the ‘SME Coaching Toolkit for Green Growth’ the Philippines, and follow the five steps laid out in that document: I. Opportunity mapping: Where is the growth? Identify buyers & sustainability driven growth areas. II. Gap assessment: Where are we now? Diagnose SME gaps vs buyer requirements to answer the question. III. Action plan development: What will we do? Prioritize quick wins & long term ESG goals. IV. Execution support: How do we deliver? Mobilise funding, partners, and certifications. V. Buy engagement: How do we win business? Caft and pitch a compelling Green Growth story. 2. Design and implement a competitive process to select SMEs in the Philippines (1 month) Design a competitive process that supports meeting the key performance indicators Launch the selection process • Communicate the coaching opportunity • Provide 2 online briefings for potentially interested SMEs Select firms in close collaboration with ESCAP and DTI, based on the selection criteria and the proposal submitted by the SMEs. Prepare a short list, seek further information from SMEs as required, and finalise the selection of firms 3. Provide coaching services to the 2 cohorts of 15 SMEs (10 months) Providing individualized coaching services for each cohort over a 10-month period, with the aim for each SME to develop an action plan to become greener and implement at least one action. Each SME should receive 80 hours of coaching, including 56 hours of individualised coaching. The coaching could be online but could also include in-person and in-situ sessions. The coaching sessions should be designed to best support the SME to implement at least one action to become greener and to develop commercial opportunities with larger enterprises by becoming greener. 4.Contribute to the overall success of the programme (length of contract) • Work closely with the matchmaking consultant to support engagements between SMEs and large enterprises seeking to expand green procurement • M&E the coaching process. Regularly monitor progress during the coaching process and afterwards to ensure KPIs are met and learnings are incorporated. • Facilitate the development of SME profiles. ESCAP will do profiles of participating SMEs for communication purposes. • Highlight opportunities to build synergies and/or enhance other components of the programme Other considerations for the coaching services: Include a gender lens, including in the design of the training and the selection of speakers and participants. Leverage cross-country learning opportunities where possible. Innovate in the design and delivery of activities. Key performance indicators. As a result of the coaching services, it is expected that: 1. 30 SMEs in the Philippines develop an action plan 2. 90 per cent of the SMEs take at least one action to implement the action plan The coaching services will be designed to ensure to the extent possible that SMEs will develop a collaboration with a larger enterprise; such collaborations should result in concrete outcomes, such as a letter of intent, purchase order, business agreement, etc. Work will be undertaken under the guidance of ESCAP, in consultation with DTI and in collaboration with other consultants. Travel shall be included in the overall consultancy fee, and ESCAP will not pay separately or organize the travel required for this consultancy. The consultancy services will be provided under the overall guidance of the Economic Affairs Officer in the Innovation, Enterprise and Investment Section, Trade, Investment and Innovation Division. ESCAP would like to start the contract as early as possible. ESCAP shall be entitled to all intellectual property and other proprietary rights of any products, ideas, know how, documents and/or contents (not an exhaustive list), which the contractor develops for ESCAP under the contract to be signed and which bear a direct relation to or are produced, prepared or collected in consequence of, or during the course of the performance of the contract. The work will be conducted in English. Specific Requirements/Information The United Nations would like to receive the following information and may request follow up meetings to clarify on the information received. As this is an RFI to assess market availability for vendors for the purpose of developing a procurement strategy, interested vendors are highly encouraged to respond even if they can only meet some of the operational requirements 1. In case your organization is not registered locally in Philippines, how your organization plan to provide the services? 2.Does your organization currently has in its staff or has access to a potential team lead with experiences in the following areas. Please elaborate and provide CVs, if available. • Experience in coaching SMEs to sustain and growth their businesses • Knowledge of, and experience applying ESG principles • Proven track record in managing and delivering comparable assignments or projects; • Demonstrated leadership, coordination, and quality assurance capabilities. 3.Does your organization currently has in its staff or has access to potential coaches with experiences in the following areas. Please elaborate and provide CVs, if available. • Experience in coaching SMEs to sustain and grow their businesses • Experience engaging corporate partners • Experience advising businesses on their green transition at the technical level • Experience advising businesses on their green transition at the strategic level • Demonstrated experience working in a team to deliver comparable assignments or projects 4. Please elaborate on why your organization is capable to provide the services including but not limited to (i) proposed methodology for delivering the expected output; (ii) envisaged project management and governance structure; (iii) experiences and timely completion of similar projects; and (iv) existing quality control and reporting mechanisms. 5. Please provide information on past experiences for integrating gender considerations into similar projects. 6. What is a typical engagement modality with public sector or international organization such as the United Nations e.g., commercial pricing, public sector pricing? 7. What are your available pricing models and rate range for different level of expertise 8. If any, information on any Long-Term Agreement with entities with your clients, including international organization/corporation.
