United Nations Educational, Science and Cultural Organization (UNESCO) hereby invite qualified companies to submit sealed tenders as follows:   This proposed work aims to complement UNESCO's ongoing efforts to support ministries and departments in addressing ICT in education implementation gaps. It focuses on tackling the distinct challenges faced by Micronesian Small Island Developing States (SIDS) to improve access and quality of education, teacher training, professional development, and mentoring/networking, addressing the needs and priorities identified by the countries and key stakeholders. The program emphasizes the consolidation, adaptation and accessibility of Open Educational Resources (OER), and linking existing platforms like Waka Moana (USP) and the UNESCO Chair, the OER Foundation’s materials into teacher training and professional development.   To support widening accessibility and adaptation of Open Educational Resources (OER): Consolidate OERs tailored to the specific needs of Micronesian SIDS, ensuring accessibility, relevance, alignment with local educational goals to enrich teaching and learning.   To develop training guidelines/modules to widen the utilization of ICT in education in teaching and learning: Support adapt/integrate ICT competency/guidance into the teacher capacity development, a set of training modules is to be developed.   To deliver pilot training: To support training of ICT and OER utilization in each remote island community identified through the JP (‘Smart Island Initiative’ led by ITU), through professional development workshops for educators, supporting them with methods , guides, and means to enhance the learning experience and outcome while ensuring gender equality and inclusion will be delivered in each remote island community. Tasks and Activities: Improve Access to Open Educational Resources (OERs): a. In collaboration with UNESCO, consult with concerned governments on the accessibility and consolidation of OERs. Conduct an inventory of existing digital educational platforms and resources within Micronesian countries, encompassing materials from various institutions, organizations, and sources. b. Facilitate the connection of regional platforms, such as Waka Moana (University of the South Pacific) and the OER Foundation (New Zealand), to national platforms, ensuring both online and offline access to digital teaching and learning resources. Support ICT in Education and Learning Management Platforms (LMPs): c. Assist countries in developing or refining guidelines for integrating digital resources into everyday teaching practices, with a focus on enhancing student engagement and comprehension through ICT. d. Pilot training and awareness workshops in selected schools as part of the ‘Smart Island Initiative,’ collecting feedback for refinement and broader application.
