The Global Accelerator on Jobs and Social Protection for Just Transitions (GA) is an initiative of the UN Secretary-General launched in September 2021 to help countries address multiple crises, accelerate economic recovery while investing in social development and the green transition. The GA aims to support the creation of 400 million decent jobs, the extension of social protection to the 4 billion people who are currently excluded, and to facilitate just transitions for all. Cambodia is one of the leading pathfinder countries of the Global Accelerator, with its national roadmap officially endorsed by the Prime Minister in December 2024 and placed under the leadership of the Deputy Prime Minister and Minister of Economy and Finance. The roadmap sets out five intended outcomes: (i) adoption of pro-employment macroeconomic and financing policies; (ii) improved skills for inclusive employability; (iii) expanded social protection coverage including progress towards universal health coverage; (iv) enhanced formalization, sectoral growth, and productivity; and (v) creation of an enabling environment for an inclusive labour market. This consultancy aims at creating a Results Framework and Donor Activity Mapping to ensure effective implementation, monitoring, and partnership alignment of GA implementation going forward.
