Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The ILO seeks an International Lead Consultant to lead a rapid, design-oriented analysis of aged care, decent work, and women’s economic participation in Viet Nam. The assignment will apply the ILO 5R framework to assess how aged care responsibilities are recognised, reduced, redistributed, rewarded, and represented, while identifying feasible entry points for future Australian (DFAT) and ILO support. Working closely with a Government Research Institute (GRI), DFAT and the ILO, the consultant will provide strategic and analytical leadership on labour markets, social protection, workforce development, gender equality, and care economy issues. The analysis will examine aged care as an emerging employment and care system, including policy, financing, skills, service delivery, job quality, and institutional arrangements. Key tasks include identifying binding constraints and transformational system functions, assessing workforce pathways and decent work opportunities for women and excluded groups, analysing paid and unpaid care work, and developing evidence-based design implications and indicative investment options for DFAT’s future GEDSI portfolio and ILO’s DWCP programmatic support.
