We are pleased to inform you that the ILO is in the process of hiring a firm/agency for the 'Internal Endline Assessment of the ISEC Project in Cox’s Bazar, Bangladesh. A summary of the key scope of work and deliverables is provided below: Scope of Work The endline assessment will cover all nine sub-districts of Cox’s Bazar, focusing on both host and local communities reached through interventions under the ISEC project, encompassing both GAC- and EKN-funded components. It will focus on quantitative endline survey, synthesizing progress, verifying systemic changes, and generating actionable insights across key thematic and sectoral areas. The analysis will be organized around the following areas of review: Review of Progress and Potential Way Forward Assess achievement of project targets across skills development, tourism, and agricultural interventions. Examine both quantitative outputs and qualitative shifts in beneficiary practices, enterprise performance, and market system functions. Identify gaps and opportunities for scaling, replication, or future improvement. Systemic Change and Verification by System Actors Evaluate systemic changes in tourism, salt, seaweed, and integrated farming enterprises, including stakeholder coordination, adoption of inclusive and climate-smart practices, productivity improvements, and value addition. Examine the influence of skills development interventions on the local skills ecosystem, including training providers’ capacity, quality assurance, certification, gender mainstreaming, and adoption of green practices. Assess how OSH/GLP training, upskilling/reskilling, and capacity building of producers strengthened enterprise practices, productivity, and market access. Evaluate how business development, entrepreneurship training, and stakeholder coordination enabled preferential access to camp and local markets. Conduct early warning checks on target beneficiaries, value proposition uptake, and likelihood of sustained benefits beyond project closure. Strategic Fit and HDP Nexus Coherence Examine alignment of project interventions with the humanitarian-development-peace (HDP) nexus. Review coordination between government actors, market actors, and local service providers to strengthen market systems and inclusive enterprise development. Deliverables The envisioned assignment will be completed as per details provided below in specific deliverables. Inception Report: The firm will submit an inception report detailing the study objectives, scope, methodology, sampling strategy, and data collection tools. It will include a solid work plan with detail timelines, quality assurance measures, and logistics for field implementation. The report will provide draft survey instruments, interview guides, and a methodology matrix linking study questions to indicators. Annexes will cover indicators, stakeholder mapping, sampling details, and templates for all data collection instruments. The report will also include an assessment of potential risks and corresponding mitigation measures to ensure smooth implementation. Data Collection Instruments and Tools: The firm will develop, and finalize all data collection instruments, including survey questionnaires, interview guides, focus group discussion guides, and observation checklists. All the data collection instruments need to be approved by ILO. Instruments will be translated where necessary and adapted to ensure cultural relevance and accuracy, maintaining consistency with the project’s indicators and objectives. Cleaned and Analysed Dataset: The consultant will provide a fully cleaned, coded, and analysed dataset, covering the quantitative data. Analysis will follow the PMF definitions and indicators, with data disaggregated by gender, age, and disability. In the qualitative part, the firm will submit at least seven change case stories from the qualitative analysis of the mentioned interventions. Draft Endline Assessment Report: Draft and Final Endline Assessment Report: The firm will produce a draft and final report linking findings to baseline data and project targets, not exceeding 25 pages (excluding database, case stories and annexes; encouraged to minimize the page number). The report will include a cover page, table of contents, acronyms, executive summary, introduction, methodology, and study design. Quantitative and qualitative findings will be presented in tables, graphs, and GIS maps where relevant along with the recommendations. A PMF results table will show baseline, targets, endline results, and variance, including analysis of contributions to gender equality targets (minimum 30% women, 3% persons with disabilities). The final report will incorporate feedback from stakeholders and, in the qualitative section, present at least seven illustrative change case stories documenting systemic shifts and intervention impacts. All annexes, detailed tables, and supporting data will be included. Presentation of Findings: The consultant will present key results, trends, and recommendations to ILO and project stakeholders in a comprehensive presentation, ensuring clear communication of findings and facilitating discussion on actionable next steps. Final Endline Assessment Report: The final report will incorporate feedback from the ILO project team and other relevant stakeholders. It will include all annexes, datasets, and supporting documentation, along with an executive summary highlighting key findings, conclusions, and actionable recommendations for future programming.   Interested firms/agencies must submit their technical and financial proposals, along with all relevant supporting documents, in two separate ZIP files, one for the technical proposal and one for the financial proposal. Both ZIP files should be attached and sent together in a single email to [email protected] by 4:30 p.m. on 7 October 2025.
