Below is a summary of the work to be performed: The consultant will lead the assessment and development of an investment case to strengthen climate responsive social protection for workers in the construction and transportation sectors in the Philippines. This includes conducting a comprehensive diagnostic of existing social protection systems, focusing on coverage, adequacy, financing, and their capacity to address climate and disaster-related risks. The work will assess fiscal space, policy and regulatory frameworks, and the extent to which climate and disaster risk financing mechanisms are linked to social protection, while identifying relevant climate finance instruments to support system expansion. Building on the diagnostic findings, the consultant will formulate strategic policy options and develop an investment case outlining practical financing pathways and instruments to enhance the coverage, adequacy, and sustainability of social protection, particularly for informal workers. The assignment also involves extensive stakeholder engagement, including consultations, key informant interviews, and workshops with government agencies, social partners, and development stakeholders to validate findings and recommendations. Key outputs include an inception report, a diagnostic assessment report, and a final investment case with an implementation roadmap detailing actionable strategies and roles of key actors to support adaptive and shock-responsive social protection aligned with national priorities.
