Non-Communicable Diseases (NCDs), especially the major conditions - cardiovascular diseases, diabetes, cancer, and chronic respiratory conditions remain the leading causes of morbidity and mortality in the Philippines, accounting for approximately 70% of all deaths annually. The growing burden of NCDs poses a serious threat not only to the health of the population but also to the sustainability of the country’s health system and overall socio-economic development. In 2024, the Department of Health developed the Medium-Term Agenda and Integrated Strategic Plan for Adult and Elderly Health 2024–2030. This plan serves as a national framework for addressing the health needs of adults and the elderly, with particular focus on the prevention and control of NCDs. It reflects a strong commitment to improving the well-being of vulnerable populations and advancing the country’s public health priorities. However, the successful implementation of this strategic plan requires the translation of its goals into specific, actionable, and coordinated interventions. Given the multifactorial nature of NCDs, influenced by social, environmental, economic, and behavioral determinants, a health-sector response alone is insufficient. To achieve sustained impact, it is imperative to develop a comprehensive, multi-sectoral action plan that aligns with the strategic framework. This action plan should engage key sectors such as health, education, social welfare, agriculture, finance, environment, urban development, and civil society to collectively address the root causes and risk factors of NCDs. Through cross-sector collaboration, the plan will ensure the delivery of integrated, context-specific, and evidence-based interventions that contribute to improved health outcomes and help meet both national and global NCD targets. The purpose of this Request for Proposals (RFP) is to engage in an institutional partner to develop a comprehensive Multi-Sectoral Action Plan (MSAP) for the prevention and control of Non-Communicable Diseases (NCDs) in the Philippines, through a participatory and evidence-informed process, under an Agreement for Performance of Work (APW) contract.
