The assignment will assess the effectiveness, governance, and future development of Public Employment Services (PES) and Active Labour Market Policies and Programmes (ALMPs) in Barbados. It will review the legal, regulatory, and policy framework governing PES, including alignment with relevant international labour standards and national employment, skills, and social protection policies. The assessment will examine the organizational structure, institutional capacity, service delivery model, partnerships, coordination mechanisms, and performance management of the Barbados Employment and Career Counselling Service (BECCS) using the modified PES Scan methodology. The study will also map and analyse existing ALMPs, assessing their objectives, target groups, delivery arrangements, and linkages with PES. Particular attention will be given to partnerships with government agencies, social partners, private sector organizations, training providers, and civil society institutions, identifying opportunities to strengthen coordination and integrated service delivery. In addition, the assessment will review performance management systems and key performance indicators, explore coherence between active and passive labour market interventions, and evaluate the extent and effectiveness of digitalisation in labour market programmes. Building on the findings, the assignment will develop a realistic, phased implementation plan for the modernization of PES in Barbados. The plan will define a strategic vision, priority interventions, expected outcomes, institutional arrangements, strengthened tripartite partnerships, service improvements for jobseekers and employers, implementation timelines, and monitoring indicators to support effective delivery and results-based management.
