The WFP Evaluation Policy 2022 sets the vision and strategic direction for WFP’s evaluation function. The vision is that by 2030 the WFP contribution to achieving zero hunger will be strengthened by a culture of accountability and learning, supported by evaluative thinking, behaviour and systems. The WFP Evaluation Policy 2022 requires all WFP commissioned evaluations to be conducted by external independent evaluators following WFP quality assurance guidelines and United Nations Evaluation Group (UNEG) norms and standards, which includes impartiality safeguards. WFP OEV currently has long-term agreements (LTAs) with pre-qualified companies providing evaluation services for different types of centralised and decentralised evaluations since 2021. The current LTAs are expiring in 2026. The WFP OEV seeks to partner through LTAs, with firms/organisations/institutions for the provision of evaluation services for two categories of evaluation comprising different evaluation types; decentralised evaluations and centralised evaluations. The purpose of this request for EOI is to identify firms/organizations/institutions with verified technical and financial capacity to conduct different types of centralized and decentralized evaluations.
