Call for Consultant (Monitoring and Evaluation) PPACL Framework

The PPACL Strategic Framework 2023-2028 and its Action Plan contribute to the Philippines’ commitments in achieving Sustainable Development Goal Target 8.7 of ending child labour in all its forms by 2025 and response to the recommendations under the Durban Call to action on the elimination of child labour. The PPACL is also aligned with and supportive of the ASEAN Roadmap on the Elimination of the Worst Forms of Child Labour by 2025. These also support the Philippine Development Plan (PDP) 2023 – 2028 in implementing a holistic approach to addressing child labour. The consultant will work with the DOLE-BWSC and the ILO, in consultation with the NCACL, to develop the PPACL 2023-2028 Monitoring and Evaluation (M&E) Framework and its accompanying tools. The M&E Framework shall take into account the four (4) end-of-program outcomes of the PPACL Strategic Framework 2023-2028 as well as its components as mentioned above. It will also take into account the following cross-cutting themes of the PPACL: child rights and gender responsiveness, disability inclusion, good governance, culture sensitivity, and child and youth participation. The objectives of developing and establishing an M&E Framework is to measure the country’s progress in implementing the PPACL strategies and activities, assess its effectiveness, identify areas for improvement, and propose measures to ensure that goals are met. The consultant will perform the following responsibilities and tasks within the prescribed timeline and approved budget under the supervision of ILO CO-Manila in consultation with DOLE-BWSC and with technical guidance from concerned Specialists in ILO-DWT Bangkok. The consultant will work closely with the DOLE-BWSC and the NCACL to achieve the purpose of this engagement.   The consultant shall be tasked to:   Review documents related to the PPACL such as: its Strategic Framework and its Action Plan for 2023-2028, PPACL Strategic Framework 2020-2022 and the documentation of the Midterm Assessment of the PPACL Strategic Framework 2017-2022, and other relevant documents developed by the NCACL Prepare workshop tools for the development of the PPACL Monitoring and Evaluation Framework considering national and international frameworks related to child labor such as the Philippine Development Plan; Revised National Evaluation Policy Framework; the recommendations under the Durban Call to Action on the Elimination of Child Labour, the ILO Framework if Action Against Child Labour 2023-2025, ASEAN Roadmap on the Elimination of the Worst Forms of Child Labour by 2025, frameworks of other ASEAN Declarations such as the ASEAN Declaration on the Prevention of Child Labour, including the Elimination of Worst Forms of Child Labor, and Sustainable Development Goals, among others Develop the PPACL M&E Framework   and   its   accompanying   tools, M&E Plan, Results Matrix, and Assessment Tools Ensure that the M&E Framework includes baseline and target performance indicators, data sources, means of verification, timelines, management processes/responsible agency/offices responsible for gathering the data, and evaluation methods for specific programs and interventions. It may also include identifying the key assumptions and risks that may affect attainment of the desired outputs and outcomes of the PPACL. Ensure that the M&E Plan includes a Data Management Plan with data sources, data storage, data flow, and recommendations for sharing of policies on data. Facilitate series of meetings, consultations or workshops with NCACL and its Technical Working Groups (TWGs), and close coordination with the NCACL KMME TWG for the development of the M&E Framework using the workshop tools crafted pursuant to the above task. Incorporate the inputs from DOLE-BWSC, ILO, and NCACL as well as its TWGs gathered from meetings, consultation, or workshops. The M&E Framework shall take into account the following cross-cutting themes of PPACL: child rights and gender responsiveness, disability inclusion, good governance, culture sensitivity, and child and youth participation. Present and validate the proposed PPACL M&E Framework and its accompanying tools, M&E Plan, Results Matrix, and Assessment Tools to NCACL. The presentation can be done during the regular or special meeting of the NCACL and its TWGs. Finalize the PPACL M&E Framework and its accompanying tools such as M&E plan and prescribed M&E forms, Results Matrix, and Assessment Tools needed to facilitate data collection and reporting, considering feedback. The M&E plan shall include milestones and timelines to achieve the PPACL goals, target outcomes, outputs, and performance monitoring indicators. The types of reports, frequency of reporting, and the list of M&E activities, such as performance review and post evaluations may also be specified in the plan. The M&E plan shall also provide a clear explanation of how the target outcomes and outputs of the PPACL will be effectively monitored. It should include a proposed indicative timeline on the regular release of the results of child labor indicators providing assessment and analysis of data for use of relevant agencies. Conduct pilot-testing of M&E and Assessment Tools Ensure that at the end of the project, the consultant should have developed the PPACL M&E Framework and its accompanying tools, M&E Plan, Results Matrix, and Assessment Tools. The DOLE shall issue a certification accepting the said output.
