The United Nations is planning to invite competitive proposals for the long-term provision of fuel storage facility operation, maintenance and POL distribution services to the United Nations Support Office in Somalia (UNSOS). Anticipated contract period is 3+1+1 years. The Contractor is required to take over the UN Aviation Fuel or UN Ground Fuel distribution points (DP or Fuel storage facility) in Somalia for operation, maintenance and provision of fueling services during the term of the contract. The services are split into two lots that will be assessed separately and may be awarded to different vendors. LOT 1: Ground Fuel O&M and Related Services 1.1. Taking over from the UN and Operation & Maintenance (O&M) of four ground fuel distribution points (DP) in Mogadishu and ground fuel distribution points (DP) at Baledogle, Dhobley, Baidoa, Beledweyne, Jowhar and Kismayo. 1.2. Receiving fuel from the Bulk Fuel supplier for safekeeping, distribution and accounting at the UN-leased DP in Mogadishu Seaport and UN-owned DPs in Dhobley, Baidoa, Beledweyne, Jowhar & Kismayo. 1.3. Transportation/distribution of fuel from the primary storage facility at Mogadishu Seaport to three ground fuel DPs within AAIA in Mogadishu and ground fuel DPs in Baledogle and Jowhar. 1.4. Provision of vehicle and generator fueling services and filling of containers including drums at three ground fuel DPs within AAIA in Mogadishu and at the ground fuel DPs at Baledogle, Dhobley, Baidoa, Beledweyne, Jowhar and Kismayo. 1.5. Provision of vehicle fueling services through commercial fuel stations in Kenya (Nairobi & Mombasa) and in Somalia (Hargeisa & Garowe) 1.6. Sourcing and delivery of Oil and Lubricants at all the ground fuel DPs in Mogadishu, Baledogle, Dhobley, Baidoa, Beledweyne, Jowhar and Kismayo 1.7. Sourcing and delivery of empty drums for ground fuel and Jet A1 1.8. Mobilization of new diesel bowsers (generator refuelers) to be used for distribution of fuel to power generator locations in Mogadishu, Beledogle, Dhobley, Baidoa, Beletweyne, Jowhar and Kismayo 1.9. Supply and Installation of Automatic Tank gauging System (ATG) at all DPs. LOT 2: Aviation Fuel O&M and Related Services 2.1. Taking over from the UN, Operation & Maintenance (O&M) of the Aviation Fuel DPs and equipment at Mogadishu Seaport, in AAIA-Mogadishu, Baledogle, Dhobley, Baidoa, Beledweyne and Kismayo. 2.2. Receive bulk fuel from the bulk fuel supplier for safekeeping, distribution and accounting at Mogadishu Seaport, Dhobley, Baidoa, Beletweyne and Kismayo 2.3. Transportation/ distribution of fuel from the primary storage facility at Mogadishu seaport to the aviation fuel DP within AAIA-Mogadishu, Baledogle, Baidoa and Jowhar. This includes handling and filling drums for delivery to Mogadishu, Baidoa and Jowhar, whereas transportation to Baidoa and Jowhar may involve delivery by air. 2.4. Provision of aircraft refueling and drum filling services at the UN-owned aviation fuel DPs within AAIA-Mogadishu, Baledogle, Dhobley, Baidoa, Beledweyne and Kismayo. 2.5. Sourcing and delivery of empty aviation fuel drums at UN owned aviation fuel DP within AAIA-Mogadishu, Baledogle, Dhobley, Baidoa, Beledweyne and Kismayo. 2.6. Mobilization of an Aviation Fuel Trailer (AFT) to be used for aircraft fueling in Jowhar by the Contractor. 2.7. Supply and installation of automatic tank gauging system (ATG) at all DPs. General Notes: - The contractor provides required human resources to provide above services and manage the project. - Office and accommodation facilities (excluding furniture and equipment) will be availed by UN, at each DP. - The contractor is responsible for provision of spare parts and other supplies required to maintain the fuel facilities and equipment during the term of the contract.
