UNDP Bhutan would like to seek proposals from the eligible, qualified, and interested consulting firm to submit proposal for a consulting opportunity for consulting firm to conduct Feasibility assessment for Ecotourism Development Strategy of Phibsoo Wildlife Sanctuary and Royal Manas National Park. Please find below a brief scope and key tasks of the assignment, however, appreciate if you could kindly review the Terms of Reference in details.Under the guidance of UNDP and in close collaboration with GMC Secretariat, the consultancy firm will undertake a comprehensive feasibility study to assess how Phibsoo and Manas can be viably developed as a flagship model for mindful, conservation-based ecotourism aligned with long-term vision of the GMC. The assignment will begin with the provision of a conservation guideline, assessment of biodiversity resources at Phibsoo and Manas, identification and evaluation of unique tourism opportunities in Bhutanese context, conduct a comparative analysis with other global ecotourism destinations that have succeeded/failed. Finally, the consultancy firm will prepare and submit an assessment report detailing the feasibility, risk and strategic recommendation on positioning Phibsoo and Manas to become globally competitive ecotourism destinations. Detailed Study of Ecotourism Potential and Biodiversity Resource 1. Conduct a comprehensive assessment of the biodiversity resources and bio-cultural heritage within Phibsoo and Manas, and evaluate the ecotourism potential of each site, including possible nature-based and culturally integrated tourism activities. 2. Examine the potential to integrate ecotourism opportunities at Phibsoo and Manas with Bhutan’s broader tourism values, such as cultural heritage, spirituality, and Gross National Happiness principles to curate distinctive and immersive visitor experiences. 3. Develop a set of guidelines for a conservation-based ecotourism framework, providing strategic direction on how to open and develop Phibsoo and Manas as model PAs for sustainable tourism, fully aligned with the vision and principles of the GMC. Assessing potential of Phibsoo and Manas to become world class ecotourism destinations 1. Analysis of current trends in global nature and wildlife tourism, especially visitor preferences, carrying capacity of both the parks, entry fee structure in emerging markets, and competitive landscapes. 2. Comparative analysis with global ecotourism destinations that have succeeded or failed with reasons for success or failure. 3. Based on the above analysis, the biodiversity resources available in Phibsoo and Manas, and Bhutan’s tourism values, prepare an assessment report for positioning, branding, and marketing Phibsoo and Manas as world-class ecotourism destinations with broad differentiated value propositions to attract both investors and visitors. 4. Identify and preliminarily engage with a few potential developers and investors to test and refine the positioning and development strategy of Phibsoo and Manas. Develop way forward 1. Provide an analysis and strategic recommendations, whether the two parks should be developed simultaneously or in a phased approach, and if phased, a justification for which site should be prioritized. 2. Identify any quick-win ecotourism activities or initiatives that can be implemented immediately without compromising long-term vision or strategic development plans for Phibsoo and Royal Park. 3. Develop detailed Terms of Reference (ToR) for the follow-up work required to operationalize the recommended ecotourism strategy for Phibsoo and Manas. The ToR should outline the scope of work, required consulting expertise, estimated timeline, and an indicative budget for the proposed follow-on study. 4.
