The Water Emergency Relief Project (WERP) irrigation component is funded through the Afghanistan Resilience Trust Fund (ARTF), managed by the World Bank, and implemented through UNOPS. WERP seeks to support companies wishing to establish Energy as a Service (EaaS) enterprises in rural areas, to install solar powered irrigation systems, which will be operated, including the years after the end of the UNOPS support, and maintained by the companies. WERP prioritizes provinces with reliable year-round water sources and no existing tribal or rural conflicts.  The companies, termed Private Energy Service Companies (PESCs) will be responsible for investment in the sub-projects, installation, operation & maintenance of the solar-powered water supply and irrigation schemes. The company’s costs are to be recovered from the beneficiary farmers through a tariff.  UNOPS proposes to support the companies to reduce the cost of investment by providing equipment and materials, and in this way to reduce the risk of investment and the cost to the beneficiaries.  The purpose of this EOI is to identify and pre-qualify interested, technically and financially capable private sector entities willing to invest in the Water Emergency Relief Project (WERP). Selected entities from this sourcing process will be invited to submit detailed proposals through a separate Call for Proposals (CFP).
