Below is a summary of the work to be performed: The consultant(s) will carry out a comprehensive set of analytical and field-based tasks to assess the employment impacts of the Green Hydrogen Fertilizer Plant project in Namibia. This will include a desk review of project documentation, relevant national policies, and applicable international standards, followed by detailed mapping of the project and its associated green hydrogen and fertilizer value chains. The assignment will involve quantifying employment effects across different project phases, supported by data collection on employment and expenditure, potentially requiring multiple site visits. In addition, the consultant(s) will assess job quality and labour standards, analyse skills needs and workforce development linkages, and examine social risks and community-level impacts, including labour influx, local livelihoods, and grievance mechanisms. Together, these tasks will provide an integrated evidence base to inform policy dialogue, project design, and employment-related decision-making.
