CONSULTANCY SERVICES IN THE FIELD OF ELECTORAL COOPERATION

The Council of Europe Parliamentary and Electoral Cooperation Division (hereafter the Division) provides advice and technical support to the member States on various aspects of elections, such as capacity building of electoral stakeholders and the raising of voter awareness. The Division works closely with the relevant national authorities, mainly electoral management bodies primarily to ensure that election commissioners are equipped with the necessary capacities including administrative, technical, and legal capacities to organise, conduct and manage elections in accordance with the Council of Europe and other international standards and perform their duties in observance of voters’ rights. The Division works closely on enhancing the capacities of other relevant electoral stakeholders, such as bodies in charge of the oversight of campaign and political party finance or media coverage regulations   In the framework of the electoral projects, activities may include delivering trainings, seminars and workshops, enhancing professional competences across various electoral fields in line with international standards, providing legal advice, developing, and preparing various manuals, guidelines, e-learning tools, e-platforms, studies, research papers, technical expertise, and other guiding documents in support of election administration or any other electoral stakeholders including regulatory bodies, CSOs and media. The projects activities also include voter education, awareness-raising activities among voters, including first-time voters, and vulnerable groups, conferences and high-level discussions, round tables, public campaigns, expert discussions on various election related topics, etc.   Lots: Lot 1: Capacity building of electoral stakeholders Lot 2: Capacity building and technical assistance to domestic observation of elections Lot 3: Media coverage and media monitoring during elections Lot 4: Inclusiveness of electoral processes in particular for underrepresented groups such as youth and first-time voters, persons with special needs, national minorities and other vulnerable groups in society Lot 5: Gender equality in electoral process, in particular women as voters, candidates, politicians Lot 6: Alternative voting methods, including E-voting and new technologies, including artificial intelligence, cyber security and mis/disinformation Lot 7: Campaign and party financing Lot 8: Development of toolkits, manuals and e-learning tools and e-platforms on electoral matter including assessment and evaluation of electoral-related regulations Link to see documents and submit your offer: https://eproc.coe.int/callfortenders/346
