UNDP Bhutan is seeking proposals from qualified and eligible national (Bhutanese) consultants for the assignment to develop business models to increase low-emission and climate-resilient investment, in preparation of Bhutan’s NDC 3.0 and enhanced strategies, systems, and in-country capacities to achieve its climate objectives and targets.Please see below the brief scope and objectives of the assignment:The first step will involve conducting an inventory of existing domestic and international business models and financial mechanisms applicable to Bhutan, with a focus on improving and customizing them to suit the local context, as well as identifying gaps / barriers for private sector engagement and investment (policy, regulator, financial, institutional) and how these could be addressed, also based on assessing how previous project activities engaged the private sector and build private sector-related investment capacity building have translated into action.Second, an assessment will be carried out to identify and prioritize business models and financial mechanisms that align with the objectives of implementing the LT LEDS and NDC and that remove barriers for private sector engagement / partnering and investment. This assessment will identify key private sector players that will be able to scale-up engagement and consider the effectiveness of the models and financing mechanisms in supporting LT-LEDS and NDC implementation, including their relevance to the carbon market under Article 6, thus assessing their contribution to achieve targets in reducing emission for priority sectors.Third, the priority list developed from this assessment will outline the essential business models and financial mechanisms required to support the implementation of NDCs and LT-LEDS across various sectors (clean transport, clean energy, green loans, revolving funds, carbon market-related strategies, among others). This list will also detail how these models should be adopted/applied, along with the specific financing needs and strategies for each sector with special attention to identifying the specific needs of women and vulnerable groups when applying these models and mechanisms.Fourth, action plans will be developed to implement 1 or 2 viable models in relation to the LT-LEDS, NDC, NAP. The implementation will be done through a project concept note development and related pre-feasibility studies under Outputs 4.1.4 and 4.1.1 of the NDC 3.0 Project, which will be submitted to the GCF.Last, tailored training sessions will be conducted to enhance the understanding and implementation capabilities of stakeholders involved in the utilization of these business models and financial mechanisms.The National Consultant who will be Climate investment expert bringing local knowledge and network will work closely with the International Consulting Firm hired separately to undertake the assignment ‘Preparation of TNA update, resource mobilization plan and financing mechanism for Bhutan’s NDC 3.0 implementation’ and National Consultants hired separately for TNA update, Resource mobilization and Financing Mechanism/Business model.
