The overarching purpose of this summative evaluation is to assess the implementation and delivery of UNICEF-supported family-based care interventions in selected communities in Cabo Delgado and Sofala provinces, which have been affected by humanitarian crises, including armed conflict and climate-related natural disasters—between October 2023 and December 2025. The evaluation will pursue the following specific objectives: • To assess the relevance, effectiveness, efficiency, coherence, and sustainability of alternative childcare services implemented in humanitarian settings in Cabo Delgado and in communities affected by natural disasters in Sofala, with a particular focus on equity, inclusion, and gender equality. • To identify and document key lessons learned, good practices, challenges, and effective approaches applied since 2022, which can inform and strengthen national strategies on alternative family-based care. • To propose key programmatic standards for the establishment of a formal foster care system, including emergency foster care, tailored to the Mozambican context and aligned with national care reform priorities.
