Kazakhstan is home to more than 3,000 migrants from Afghanistan, many of whom have already obtained residence permits or refugee status, but in recent years Kazakhstan has had a surge of migrants, typically women and children, who have moved because of the political situation and instability. Those arriving at the end of 2022 and in 2023 have short-term 90-day visas or family visas issued for three years. Integration of migrants from Afghanistan is difficult, especially for women, many of whom have only graduated from school or have not graduated at all. Migrants who have completed higher education in Afghanistan are only about 10%. In addition, families traditionally have many children; early marriages are common; women hardly ever leave the house; there is a language barrier, which prevents families from integrating further; support and training for migrants is needed to change this situation. IOM seeks to support government institutions in Central Asia and local communities in addressing immediate protection and humanitarian needs as well as mid-and-long term integration needs of Afghan populations and local communities. The aim is to mitigate the mid-term impact of the crisis on societies in the region, and to support recovery and resilience for longer-term sustainable development. IOM has been working with local partners and authorities in Central Asia to 1) mitigate the impacts of prolonged displacement while generating opportunities for integration, resilience, and social cohesion; and 2) strengthen governments’ capacities to respond to emergencies and to protect the most vulnerable migrants and displaced people. To this end, IOM provides policy support and capacity development to national/ local governments as well as host communities. The aim of this call for proposal is to support economic resilience of Afghan migrants ( especially women) through sustainable solutions, including sustainable business community business projects.
