1.     General background The forced displacement crisis has increased in scale and complexity in recent years. According to UNHCR, 79.5 million people were forcibly displaced worldwide at the end of 2019. Forcibly displaced persons (FDPs), including refugees and internally displaced persons (IDPs) face specific vulnerabilities, including loss of assets and psychological trauma, limited rights, lack of opportunities, a protection risk as well as a risk to be out of school, and a lack of planning horizon. In addition, the communities hosting FDPs also struggle to pursue their own development efforts.  In response to the considerable challenges facing FDPs and host communities, a new partnership initiative titled: ‘PROSPECTS' Partnership for improving Prospects for host communities and forcibly displaced persons, was launched by the Government of the Netherlands, that brings together the International Finance Corporation (IFC), the International Labour Organization (ILO), the UN Refugee Agency (UNHCR), the UN Children's Fund (UNICEF) and the World Bank. Through the PROSPECTS partnership, the five partner agencies aim to leverage their comparative advantages and areas of expertise to programme complementary and interdependent interventions that address education, employment, and protection challenges. The partnership spans eight countries, namely Egypt, Ethiopia, Iraq, Jordan, Kenya, Lebanon, Sudan, and Uganda and covers the period 2019-2027. 2.     PROSPECTS in Jordan Through the Prospects partnership, the five partners aim to leverage their comparative advantages and areas of expertise to programme complementary and interdependent interventions that address three areas where challenges negatively affect the livelihoods and well-being of Jordanians, refugees, and other vulnerable groups: education, employment, and protection. Through an in-depth theory of change process, the combined efforts of the organizations will endeavour to bolster the medium- and longer-term development goals for Jordanians, refugees, and other vulnerable groups to access quality and market-relevant education; decent engagement, work and enterprise opportunities; and comprehensive protection systems, which will in turn support more sustainable livelihoods, in line with Jordan’s national plans. Integrated into the joint programme is systematic learning and knowledge management that will feed into future planning, the scaling up of innovative approaches, and ultimately transform the way partners respond to displacement crisis. Under the Education pillar, Partners support initiatives that focus on strengthening the whole educational system, from capacitating teachers to providing basic education, life skills and Technical Vocational Education and Training. Of key importance in Jordan is ensuring ‘market relevant’ skills are supported in the late stages of the educational cycle. ASSIGNMENT BACKGROUND Within the scope of Pillar 1, the ILO PROSPECTS project seeks to support the Jordanian Government through (a) Strengthening the capacity of TVET stakeholders to design and implement quality and inclusive competency-based vocational training and Work-Based Learning (WBL) programs; (b) Improving the formal and non-formal TVET system and increase private sector engagement to promote market relevant skills and lifelong learning in the context of future of work; and (c) Expanding the recognition of prior learning (RPL) services to nationally accredit the skills and competencies of Forcibly Displaced Persons (FDPs) and Host Communities (HCs). The project will facilitate a number of targeted interventions in order to achieve this. Against this backdrop, PROSPECTS in partnership with TVSDC aims at establishing a pool of certified DACUM Analysis Facilitators and Certified CBT Programme Developers. Two rounds of on-site training and certification on DACUM Analysis took place in February/March 2025 in collaboration with TVSDC and the Canadian Vocational Association (CVA) in which 22 individuals from governmental and non-governmental organizations and TVET providers were trained on the development of a DACUM Chart. DACUM Analysis Module I must be followed by an actual facilitation exercise in which each 2 participants facilitate the development of a DACUM chart for a specific occupation. Once this is achieved, the information is shared with CVA for certification and those certified can join one (1) round of competency-based training (CBT) programme “Developers Facilitators-DACUM Module (II)”. It is anticipated that by the end of these trainings approximately fifteen (15) individuals will be qualified to facilitate DACUM analyses and CBT programme development as needed to identify job tasks/competencies for jobs/occupations that meet local labour market needs and to develop and implement high quality competency-based training.   ASSIGNMENT OBJECTIVES   ILO PROSPECTS in Jordan is seeking an experienced service provider/event planner to coordinate 13 workshops, in close collaboration with the local governmental entities overseeing this intervention and their partners and to hire 2 certified facilitators to support the workshops as per ToRs provided by the ILO. SCOPE OF WORK Preparation Phase: Meet with TVSDC and the ILO to understand the scope of the assignment. Obtain the official selection of 11 occupations by TVSDC Coordinate with TVSDC to invite approximately 6 professionals from the private Sector employers in each occupation and/or sectors skills council members to participate in the facilitation workshops as professional panellists. Prepare a detailed schedule and a workplan for the assignment and share it with the ILO and TVSDC for feedback and approval. Identify and reserve a 4+/5 stars hotel with 2 halls/ venue(s) adjacent to each other. Reservation of the selected venue must be done after approval of the selection by the ILO. Contract two (2) Arabic-speaking certified DACUM facilitators in Jordan who have supported with the DACUM 1 workshops during Feb 2025, to support with the 11 workshops. The ToRs of the 2 facilitators will be provided by the ILO. The ILO must approve the selection of the facilitators before proceeding with the contracts. The daily rate of each facilitator should not exceed USD350. One facilitator will support 1 refresher workshop (1 working day), 5 DACUM chart development workshops (2.5 working day x 5 = 12.5 working days) and 1 DACUM 2 workshop (5 days). The other facilitator will support 1 refresher workshop (1 working day), 6 DACUM chart development workshops (2.5 working day x 6 = 15 working days) and 1 DACUM 2 workshop (5 days). 2. implementation Phase: 2025 Organize 1 refresher workshop for 1 day (inclusive of 2 coffee breaks and lunch), led by the 2 certified facilitators for all 22 candidates. Hold the 11 DACUM 1 Facilitation workshops as per the workplan conducting two (2) workshops in parallel and in the same venue. Each facilitation workshop is for 2 and a half days. Lunch and two (2) coffee breaks must be provided to all participants during the 2.5 days. Each occupation must have 1 of the certified Arabic speaking facilitator to support and up to 6 professionals from the sector. Provide all necessary stationary requirements for the workshops such as index cards, markers, putty, pens, flip charts, etc. Pay transportation to the participants according to the names and rates agreed upon with the ILO Provide the ILO with high quality photographs from each workshop   2026 Hold 1 DACUM MODULE II: FACILITATING THE DEVELOPMENT OF A COMPETENCY-BASED TRAINING PROGRAM for a total duration of 5 days for up to 15 participants (with 2 coffee breaks  and 1 lunch per day). Provide all necessary stationary requirements for the workshops such as index cards, markers, putty, pens, flip charts, etc. Pay transportation to the participants according to the names and rates agreed upon with the ILO Provide the ILO with high quality photographs from each workshop 3. Post-WORKSHOP Phase DACUM 1: The two certified facilitators to develop a technical evaluation report for each training workshop based on participants written evaluations and report on participants who have successfully completed their DACUM Charts Development and lessons learnt. The outcomes of the 11 workshops to be consolidated and provided by the 2 facilitators are: Eleven (11) DACUM charts developed for the 11 occupations selected in coordination with TVSDC Eleven (11) Occupational Standards developed for the 11 occupations selected in coordination with TVSDC Support the certification process of registered eligible participants with CVA in close coordination with TVSDC and the ILO.   DELIVERABLES, REPORTING AND TIMELINE OF ACTIVITIES Please refere to attached TOR  REQUIRED QUALIFICATIONS: The ILO is seeking to procure the services of a Jordanian service provider with: At least 10 years of experience in event management for international organizations, UN agencies, or government institutions. 7 years in organizing workshops and training courses Proven experience in coordination with public and private entities Proven experience in similar assignment as this one Strong facilitation and coordination skills Strong problem-solving skills Fluency in Arabic and English Staff availability on site for the full duration of the assignment and a designated focal point for daily coordination. Ability to produce high-quality reports in both English and Arabic is essential. APPLICATION PROCESS AND SELECTION CRITERIA Interested bidders must submit the following:   Company profile and demonstrated experience relevant to the assignment A technical proposal elaborating the assessment methodology (applicants can elaborate further on the methodology mentioned in this ToR if needed), timeframe and associated with the working days for each deliverable. Financial proposal in USD as per the template found in ANNEX 2 CVs of all the team involved   Proposals (Technical and Financial) should be valid for 90 days and submitted by email with the subject heading “DACUM workshops” to [email protected]   The deadline for submission of the revised technical and financial proposals is 30th of June 2025 at 11:00 p.m. Bidders will receive a confirmation email upon receipt of bids by ILO.   Cumulative Evaluation Method will be used for this procurement exercise and contract will be awarded to highest scorer(s) in cumulative analysis considering Technical and Financial Evaluation where 70% of the weight is assigned to the technical evaluation and 30% to the commercial evaluation.  Technical Evaluation passing score is 60%. Any applying entity that scores less than 60% in Technical Evaluation shall not be considered for financial evaluation. SUPERVISION The organization will conduct the assignment under the overall guidance of the PROSPECTS Jordan Project Manager and direct supervision of the PROSPECTS regional Skills and Employment Officer and National officer. TIME FRAME/EXPECTED DURATION This contract will be implemented over the period from 15 July 2025 to 30 September 2026 including the preparation phase. Progress Technical and Financial reports are expected to be delivered to the satisfaction of the ILO once due and a final report by 30 September 2026.   ( Detailed information are uploaded in the attached TOR )
