The FAO Statistics Division, as secretariat of the Office of the Chief Statistician and through its Data Quality Unit, is responsible for developing, maintaining, and updating the FAO Statistics and Data Quality Assurance Framework, along with related corporate statistical standards and policies. The Unit is also responsible for assessing the implementation of such frameworks and standards through various quality assessment procedures, including self-assessments, in-depth quality reviews, standard-based assessments and user consultations. In this context, FAO is seeking to further enhance the analytical value of two statistical products disseminated under two FAOSTAT data domains: Credit to Agriculture and Foreign Direct Investments in Agriculture. These datasets play a crucial role in understanding the extent to which financial resources, both domestic and foreign, are directed toward the agricultural sector. However, both domains face important challenges that limit their potential for evidence-based policymaking. Data availability remains uneven across countries and years; coverage and disaggregation levels vary; and methodological differences hinder international comparability. To address these challenges, this agreement seeks to outsource the implementation of an in-depth quality assessment of these two statistical outputs. The Service Provider should evaluate the relevance, accuracy, coherence, and comparability of data currently disseminated under these datasets. The provider should also assess the soundness of the statistical concepts, production processes, and computation methods, and should propose and implement recommendations to enhance data quality, including validation frameworks, estimation and imputation techniques, and strategies to fill information gaps in the considered time series. The overarching goal of this procedure is to ensure that FAOSTAT’s investment-related statistics provide a robust and harmonized evidence base to monitor financial flows supporting the transformation of agrifood systems worldwide.
