Cervical cancer remains a significant public health concern in Lao PDR, with the human papillomavirus (HPV) identified as its primary cause. To address this, the National Immunization Programme (NIP), with support from the World Health Organization (WHO) Lao PDR, has prioritized the strengthening of HPV vaccination service delivery, particularly focusing on high-risk and hard-to-reach areas. Despite initial efforts, challenges remain in reaching out-of-school girls, improving microplanning, ensuring timely vaccine distribution, and fully integrating HPV vaccination into routine immunization and maternal and child health (MCH) activities. Strengthening these components is essential for increasing vaccination coverage, reducing missed communities, and improving the overall impact of the HPV immunization program. The purpose of this Request for Proposals (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to carry out the following work: The WHO Lao PDR country office is seeking a contractor, which can provide an expert technical advisor as a consultant to be based in Vientiane, Lao People’s Democratic Republic (Lao PDR), to provide technical support to the National Immunization Programme (NIP) and WHO Lao PDR in strengthening HPV vaccination service delivery, with a focus on improving microplanning, enhancing coordination, ensuring timely vaccine distribution, increasing community engagement, integrating HPV vaccination into routine services, and targeting hard-to-reach populations.
