In line with the 2024 UNFPA Evaluation Policy, the UNFPA Kenya CO is planning to conduct an evaluation of its 10th CP (July 2022 - June 2026), which will be extended to June 2027. The purpose of the Country Programme Evaluation (CPE) is to strengthen accountability to stakeholders, support evidence-based decision-making, and improve learning. The overall objective of the CPE is to provide an independent assessment of the performance of the CP and to broaden the evidence base for the design of the next programme cycle. The Overall objective of this CPE is: To provide UNFPA and key stakeholders, including rights-holders, with an independent assessment of the GoK/UNFPA 10th GoK/UNFPA 10th CP to broaden the evidence base and inform the design of the next programme cycle. The specific objectives of this CPE are: To assess the relevance, coherence, effectiveness, efficiency, and sustainability of the UNFPA support, including its alignment with National, United Nations, and other development frameworks. To assess the effectiveness of key strategies and interventions in areas such as reducing adolescent pregnancy, strengthening capacities of partners and national institutions, influencing policy and financing through advocacy, and improving the national data ecosystem. To assess the effectiveness and coverage of UNFPA’s humanitarian interventions, focusing on reaching the most vulnerable populations and the degree of connectedness with longer-term development and peacebuilding efforts. To synthesize key findings, draw conclusions on past and current cooperation, and provide a set of clear, forward-looking, and actionable recommendations for the design and implementation of the next programme cycle.
