Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The objective of this assignment is to support the National Directorate of Employment (NDE) in the development of a comprehensive Five-Year Strategic Plan (2025–2030) that will serve as a practical and transformative roadmap for delivering inclusive, market-driven, and sustainable employment solutions across Nigeria. The plan will focus on enhancing the relevance, quality, and effectiveness of NDE’s programmes by aligning them with the current and future needs of the Nigerian labour market. Through this assignment, the NDE seeks to reposition itself as a leading institution for skills development and job creation, particularly for youth, women, and other vulnerable groups. The strategic plan will provide a detailed framework for institutional strengthening, programme design and implementation, and measurable outcomes over the five-year period. Specifically, the external collaborator will: • Conduct a Comprehensive Needs Assessment • Curriculum and Programme Development • Design Implementation strategies and Institutional Delivery Framework • Establish a Monitoring, Evaluation, and Learning (MEL) Framework • Develop a Sustainability and Institutional Strengthening Framework • Facilitate Stakeholder Consultations and Validation Processes • Final Product Delivery and Dissemination Please note that if travel is required for this assignment, the necessary travel costs will be covered by the ILO.
