The Council of Europe is looking for a maximum of total number of 50 providers, only as natural persons, (provided enough tenders meet the criteria indicated below) to support the implementation of the project with a particular expertise on research, advice, co-ordination and facilitation in relation to the policy recommendations, material development, and capacity building. This includes developing the Language Education Policy Profile (LEPP) for Türkiye to inform the project components and especially the policy recommendations; preparing evidence-based policy recommendations to improve further the quality and scope of foreign language education in Türkiye; developing a sample of paper-based language proficiency tests aligned with the CEFR and the CEFR Companion Volume (2020) for foreign language teachers and learners from certain grades at ISCED Levels 1, 2, and 3; producing a digital repository of communicative language teaching resources based on the CEFR action-oriented approach adopted in the CEFR, specifically CEFR Action Studio; delivering and/or moderating seminars/workshops/training sessions to enhance the skills and competences of the Board of Education and its Educational Research Department staff to guide foreign language education practice; and enhance foreign language teachers’ capacity based on developed materials.
