Eye health is an essential component of universal health care and contributes significantly to the prevention of avoidable blindness and visual impairment. In the Philippines, the increasing burden of vision-related conditions—including refractive errors, cataract, diabetic retinopathy, and glaucoma—necessitates a more integrated and people-centered approach to eye care within primary health care systems. In line with the draft Department of Health Administrative Order on Eye Health, there is a strategic shift toward integrating eye care services at the primary care level, strengthening referral pathways across levels of care, and ensuring equitable access to essential eye care services and technologies. However, gaps remain in the standardization of service delivery processes, referral mechanisms, and the availability and appropriate selection of screening tools at the local government unit (LGU) level. There is a need to operationalize policy directions through a comprehensive Manual of Procedures (MOP) and provide technical guidance on procurement, including clearly defined target product profiles for priority screening equipment. To support this, WHO Philippines, in collaboration with the Department of Health, will engage a contractor through an Agreement for Performance of Work (APW) to develop the required technical documents.
