External Evaluation of the Special Account: Multi Donor Programme on Freedom of Expression and Safety of Journalists (MDP)

United Nations Educational, Science and Cultural Organization (UNESCO) hereby invite qualified companies to submit sealed tenders as follows: As per UNESCO’s guidelines for Special Accounts, and the MDP Programme Strategy, an external evaluation should be conducted every four years to provide a full analysis of the overall implementation and impact achieved. The last evaluation of the MDP covered the years 2018 to 2021. The last evaluation (covering 2018-2021) of the MDP found that “because of the levels of flexibility, responsiveness, agility and adaptability when faced with new and emerging challenges that are ‘built in’ to it, the MDP has been able to remain highly relevant over time” and showed a “high degree of internal coherence with other UNESCO projects and programmes”, having made “significant progress” towards its Outcomes. However, the evaluation also recommended that UNESCO should consider “including more information on how countries have been selected, how much has been allocated per country”, “increased mainstreaming of gender equality in all activities and outputs” and should “explore ways to better articulate the differences between the MDP, IPDC and GMDF to donors and external stakeholders”. Therefore, UNESCO is requesting proposals for an external evaluation to cover the period between 2022 and 2025. The main purpose of the evaluation is to assess the performance and results (activities, outputs, outcomes) of the programme, providing clear, forward-looking programmatic and structural recommendations on the MDP. This evaluation should be conducted in accordance with the UNESCO evaluation procedures, which are aligned with the OECD/DAC evaluation criteria, assessing relevance, coherence and effectiveness, efficiency, impact and sustainability of the MDP and its interventions. It should review the programme’s performance in respect of the agreed objectives of the programme strategy focusing on the results through a combination of short-term and medium-term actions as well as the sustainability of interventions and gender equality.
