The Health Master Plan will cover (i) all health conditions across life course including maternal, newborn, child, and adolescent health and nutrition, (ii) water, sanitation and hygiene (WaSH), (iii) emerging and re-emerging infectious diseases, (iv) health emergency preparedness and response, (v) mental health, (vi) climate change, (vii) non-communicable diseases. It will also lay a foundation for adopting an approach on strengthening health systems in addressing critical gaps and bottlenecks in delivering health and nutrition services.   The BARMM-MOH has to take into consideration several legislation and policies that will affect its Health Master Plan development, such as the Mandanas-Garcia Ruling, Bangsamoro Organic Act, BARMM’s counterpart Universal Health Care Act, DOH’s Eight-Point Action Agenda for Health, DOH’s Health Strategy, and DOH’s Devolution Transition plan. BARMM’s unique set-up of a mixed healthcare system – primarily centralized at the MOH with some LGUs decentralized health functions – provides another challenge to the development of the Health Master Plan.   In this context, UNICEF Philippines seeks the service of an institution to technically facilitate, support and capacitate the BARMM-MOH in developing the region’s Health Master Plan.
