The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The selected consultant will design and deliver a tailored training programme on telework arrangements for senior staff of the Palestinian Ministry of Labour (MoL). This initiative responds to the severe mobility restrictions and institutional challenges caused by the ongoing crisis in the Occupied Palestinian Territory. The programme aims to strengthen the MoL’s capacity to operate effectively in remote or hybrid work environments. Under the guidance of the ILO and in coordination with the Minister of Labour, the consultant will: Conduct a needs assessment through consultations with MoL staff; Design a modular training programme in Arabic, covering fundamentals of telework, legal and HR frameworks, digital collaboration tools, remote performance monitoring, and maintaining workplace cooperation; Deliver the training to approximately 158 senior MoL employees using a mix of online and, if feasible, in-person sessions; Evaluate the training outcomes through pre- and post-assessments; Provide a final report with key findings, feedback, and recommendations. Expected deliverables include a training outline, a complete Arabic training package, training delivery, and a final report.
