Title: Provision of Technical Services to build local capacities for conflict resolution and peace infrastructures in the Highlands, Papua New Guinea Specific Objectives To support its mediation, conflict prevention and peacebuilding efforts within HJP2, UNDP seeks the technical services of an organization or company to strengthen local capacities for conflict resolution and infrastructures for peace through the following areas of support: • Insider Mediation: Building on work led by UNDP and local community- and faith-based organizations, UNDP will continue worth to strengthen inter- and intra-group dialogue and mediation by directly supporting conflict mediation at community level, supporting the role of men and women insider mediators and facilitating local peace conferences. To strengthen this area of work as the HJP2 scales up into new provinces, UNDP will undertake a lessons learnt exercise to identify best practices, key challenges and lessons for the next generation of mediators in the region, and work to establish functioning networks for regular peer exchange and support networks for mediators. • Building community capacities and infrastructures for peace: Beyond direct mediation, peacebuilding and conflict prevention in the Highlands must consider the capacities of communities to manage and resolve merging conflicts to strengthen the broader enabling environment for peace. To this end, UNDP will launch a broader programme of support focus on community trainings and awareness raising for conflict management skills and support to Peace Agreement Monitoring Committees to monitor and sustain existing peace agreements. This will be complemented by the work of other UN agencies through support to initiatives focused on youth engagement and mental health and psycho-social support.  • Conflict-sensitive local development planning: An essential component to local peacebuilding capacities is the responsiveness of local governance systems to addressing drivers and impacts of inter-clan violence. To do this, local development planning must drive available resources to services, sector and locations that can help to stem violence. To strengthen this capacity, UNDP activities will help to train district and provincial authorities to drive conflict-sensitive development plans and monitoring, including through use of data use and adaptive practices where possible.  • Enhancing local services for access to justice and conflict prevention support: To strengthen local dispute resolution capacities and mitigate emergence of conflicts, UNDP aims to strengthen the capacities of village courts to ensure their effective, informed and inclusive operation. This will be achieved through capacity assessments, strengthening of referral pathways and trainings.• Understanding and reducing armed violence: In Phase Two of the Highlands Programme, UNDP will expand its focus from conflict prevention to reducing violence against vulnerable populations, particularly women, girls and children, and mitigation of the impacts of violence through community-based interventions. In 2025, surveys and participatory action research yielded findings on trends regarding small arms and light weapons flows and use in the Highlands, as well as the gendered drivers and impacts of those trends, and perceptions among young people.
