The analysis will: (i) assess the existing regulatory and institutional environment affecting legal services; (ii) identify gaps and challenges affecting the sustainability and development of pro bono legal services; and (iii) propose practical and implementable reform options aimed at enabling and strengthening legal services and pro bono legal services as a complementary mechanism to the state-guaranteed legal aid system.
