Name of Service: National Consultant – Gender and Stakeholder Engagement SpecialistProject: National Biodiversity Strategy and Action Plan of Lao PDR (NBSAP)Country: LAO Period of assignment/services: 40 working days. Description of the Assignment:Scope of WorkThe national consultants will be expected to be responsible for tasks as follows:a) In consultation with the International technical specialist, project coordinator and UNDP Programme Analyst to prepare activity designs for the consultations to be undertaken, including a separate focus on gender, ethnic groups as well as vulnerable groups;b) Undertake consultations and surveys relevant to the preparation of the Gender Equality and Social Inclusion Analysis and Action Plan and work closely with the national NBSAP Specialist to ensure its findings are meaningfully integrated into the NBSAPc) Prepare the stakeholder analysis and develop into the Comprehensive Stakeholder Engagement Plan, as well as work closely with the International Technical Specialist to ensure its findings are meaningfully integrated into the NBSAP.a) Complete the Comprehensive Stakeholder Engagement plan, based on assessments undertaken in earlier stage and detailed development of NBSAP actions, and identify management measures to mitigate risks to be incorporated into the NBSAP;b) Using the findings from the comprehensive Stakeholder Engagement plan, provide inputs to the national targets included in the NBSAP and ensure gender considerations are integrated into the updated NBSAPc) Support the consultations of the NBSAP updating process by working closely alongside with the National NBSAP Specialist and ensure that gender are adequately incorporated into the NBSAP.d) Prepare the Gender Action Plan.e) Using the findings from the gender analysis, provide inputs to NBSAP. 1) Final Deliverablesa) Stakeholder Consultation Report.b) Comprehensive Stakeholder Engagement Plan.c) Gender Analysis and Action Plan that meet UNDP’s standard, including gender specific training, investments and participation modalities for the project. (at least one Training for stakeholders involved in NBSAP implementation, particularly government and UNDP, on Gender Mainstreaming in Biodiversity and Inclusive Stakeholder Engagement for NBSAP implementation).d) Appropriate inputs to the draft NBSAP Proposal should be submitted directly in the portal no later than indicated deadline.Any request for clarification must be sent in writing via messaging functionality in the portal.
