Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: • Prepare data requests for the actuarial valuation of all NIF branches (except EII) and for the cost assessment of an unemployment insurance (UI) scheme. • Support data collection, validation, scheme provisions, statistical analysis, actuarial guidance to NIB staff, and follow-up for additional data. • Analyze NIF experience since the last valuation (31 Dec 2022), comparing projections with actual results. • Develop macroeconomic and demographic assumptions. • Complete statistical analysis of scheme-specific data and UI cost assessment data. • Participate in online meetings to design UI options. • Establish projection assumptions for all NIF branches (except EII) and for the UI cost assessment. • Peer review assumptions for the EII branch developed by the other actuary. • Adjust ILO-PENS models to NIF specifics and produce initial projections. • Adapt the ILO-UI model to selected UI design options. • Validate initial results and calibrate models. • Peer review adjustments to the ILO-EII model. • Analyze reform options, policy considerations, and their impacts, including additional relevant options. • Finalize projections for all branches (except EII), validate results, compile analyses, assess long-term sustainability and benefit adequacy, and produce consolidated actuarial balance sheets. • Draft report sections for all branches (except EII) and peer review EII sections. • Submit draft actuarial valuation report to NIB, integrate comments, and finalize. • Draft UI cost assessment report, submit to NIB for comments, and finalize.
