UNICEF Thailand Country Office is seeking for a qualified institution for the provision of Development of Guidance on Youth Participation in Local Governance in Thailand in reference to LRPS-2025- 9196947 through UNICEF/UNGM online submission system which your company is invited to participate. Background In Thailand, youth engagement is recognized as a strategic pillar for advancing national development goals, strengthening democratic practices, and promoting social cohesion and inclusion. The 20-Year National Strategy Plan (2017-2036) highlights the importance of involving young people in governance and national development efforts. One major pathway to achieving this is through encouraging their active participation in various sectors of society. One of the most persistent barriers to meaningful youth participation is the limited capacity of civil servants, local government officials, and others tasked with supporting young people, especially through youth councils. Many adults remain skeptical about the role youth can play in decision-making, which often leads to youth voices being overlooked or underestimated. This challenge is made worse by several factors: a lack of training and resources, unclear operational guidelines, and confusion about the roles and responsibilities of local administrative organizations (LAOs) in promoting youth engagement. Ongoing decentralization reforms have added another layer of complexity, without providing the support needed, resulting in overlapping mandates and unclear accountability between central and local governments. Such gaps hinder the ability of local authorities to meaningfully engage with young people and to effectively institutionalize youth participation in decision-making processes. Addressing these challenges requires a concerted effort to clarify roles, build capacity, and provide practical tools and resources to support local implementation. To address these issues, targeted investment is needed to build the capacity of those facilitating the operations of youth councils. This includes providing clear frameworks, practical tools, resources, and inspiring case studies that demonstrate how to systematically and meaningfully involve young people in local governance. Objectives, Purpose & Expected results UNICEF is seeking an institutional contractor to support the development of the Guidance on Youth Participation in Local Governance. The objective of the DLA-UNICEF comprehensive Guidance on Youth Participation in Local Governance in Thailand is to promote and facilitate meaningful youth engagement at the local level. The guidance will serve as a practical tool to empower civil servants, local government officials, and other stakeholders with the knowledge and resources needed to effectively support youth participation. The final output will be a well-structured document that includes proven approaches, step-by-step guidelines, key resources, case studies, and actionable recommendations to ensure that young people are meaningfully involved in local decision-making processes. Location and Duration -    The assignment should be completed within five (5) months after signing the contract (tentatively from July to November 2025). A detailed work plan will be agreed with the awarded contractor during the inception phase.  -     In-country travel is required for data collection at selected LAOs. The contractor is responsible for organizing their own travel arrangements.  -     The contractor is expected to work primarily from their own premises and encouraged to use virtual meetings as much as possible to minimize travel and ensure efficiency, if possible.  For full details, please refer to the attached Terms of Reference.
