This is a call for proposal issued by the ILO, in association with the MOIED, to seek the services of a national agency to work on developing SME snapshot, review of the existing SME policy framework and drafting new SME Policy, as per the process outlined above (and detailed out later in the scope of work), The proposal can be submitted by a national agency based and operating out of Sri Lanka and can include a team of national (and international) experts in the area. The work needs to be led by a national expert with support of other experts. The agency and the experts should have the required technical expertise (detailed later) and a team lead who has proven expertise in policy review drafting process.. The Agency will be responsible (under the guidance of the ILO and the SME Policy Advisory Committee to be appointed by the MOIED) for collecting and collating the primary and secondary data, conducting field research, engaging stakeholders, analysis and reporting), review of existing and in-pipeline policies and strategies related to SME sector, identifying and articulating the global good practices adaptable to local context, designing and organising the stakeholder meetings (including focused group discussions, key informant interviews, validation workshops) in consultation with the ILO and the MoIED, formulating the draft policy, and actively taking part in Advisory Committee meetings and national and sectoral stakeholder meetings (to be convened by the ILO and MOIED for validating the draft policy) contributing with expert insights and synthesis of evidence gathered. The team lead will be responsible for the overall direction of the SME Policy review and drafting of the new policy, ensuring methodological rigor, supervising the research process, integrating the global experience adapted to the needs of Sri Lanka and in line with international standards (including ILO’s) and producing the final deliverables. The agency is expected to submit technical and financial proposal, along with a timeline and detailed budget for delivery of each deliverable to the satisfaction of the ILO and MOIED. The expected start date is first week of September, 2025. The work needs to be completed by 30 November 2025 at the latest. If additional time is needed, it should be mentioned and should not exceed 15 December 2025 in any case.
