Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The mid-term evaluation (MTE) will assess the progress, achievements, and continued relevance of the EU-funded “Strengthening Social Partners and Civil Society Capacities on Fundamental Principles and Rights at Work” Project (EUR 5 million, 2023–2027). Guided by OECD/DAC criteria—relevance, coherence, effectiveness, efficiency, sustainability, and impact—the MTE will ensure accountability to the donor and stakeholders while fostering organizational learning and adaptive management. Using a mixed-methods approach, the evaluator will review project documents, conduct interviews, focus groups, and surveys, and triangulate findings to test the Theory of Change and verify results chains. Cross-cutting priorities—gender equality, disability inclusion, social dialogue, international labour standards, and just transition—will be systematically integrated. The evaluation will cover all activities from project inception to November 2025 and produce an inception report, validated findings, and a final evaluation report including conclusions, lessons learned, and practical recommendations to enhance sustainability and future programming.
