UNDP Bhutan is seeking proposals from the eligible and qualified national (Bhutanese) consulting firms for the consulting assignment to design and implement an advocacy program to drive behavioral change for sustainable waste management. You are highly encouraged to review the detailed terms of reference while preparing your submissions.Kindly find below the brief scope and the objectives of the assignment.The consulting firm will be responsible for designing and implementing a dynamic, innovative, and far-reaching Behavioural Change Advocacy Programme to empower the Gelephu municipality and Paro district in their commitment and effort to reducing plastic usage, particularly single-use plastics. The advocacy package must include: 1. Develop and deploy clear, practical, and evidence-based behaviour change interventions tailored to the local context, ensuring robust compliance and fostering the sustained adoption of plastic-free practices across diverse stakeholder groups. 2. Design, produce, and distribute high-quality, sustainable, and reusable carry bags, purpose-built for programme participants and reflecting both environmental best practice and local cultural identity. 3. Embed mechanisms to ensure the longevity and scalability of the initiative, equipping trained participants with the skills to become future trainers, resource persons, and community champions, thereby securing ongoing impact beyond the project’s duration. Scope of Work The consulting firm shall deliver the following deliverables: Design of Community Engagement and Behavioural Change Materials In close alignment with the Gelephu Mindfulness City’s vision of sustainable urban living, Paro District’s “Clean Paro” aspirations, and national waste management strategies, the consulting firm will: 1. Craft a strategic, audience-centric behavioural change advocacy blueprint, detailing a suite of advocacy assets and tools, compelling messaging, multi-channel delivery approaches, and a clear implementation timeline designed for maximum impact and reach. 2. Develop an innovative, visually engaging, and interactive social media pack to amplify advocacy and awareness assets, ensuring consistent and widespread dissemination of key messages across digital platforms. 3. Design and facilitate participatory behavioural change advocacy workshops for targeted groups (households, businesses, vegetable and fruit vendors, religious institutions, schools, and colleges) using creative, hands-on methods to inspire meaningful action. 4. Produce a comprehensive and practical Training of Trainers (ToT) manual for sustainable waste management, empowering key stakeholders in both cities to cascade knowledge and skills within their communities for lasting change. Implementation of Advocacy & Behavioural Change Programme 1. Launch an integrated social media and digital advocacy campaign, leveraging creative content and strategic outreach to elevate public awareness and engagement. 2. Conduct a series of intensive four-day behavioural change advocacy workshops, specifically targeting key stakeholder groups. Ensure equitable representation from both project areas, engaging an estimated 1,000 beneficiaries (with approximately 500 from each landscape and inclusive gender representation), and providing participants with actionable knowledge and tools to champion sustainable practices. 3. Deliver a rigorous five-day Training of Trainers (ToT) programme for key stakeholders including municipal teams, educators, school waste coordinators, community volunteers, local government leaders, and private waste service providers in both project landscapes. Trainees will be equipped to serve as sustainable waste champions and advocates, driving the continuity and expansion of project interventions long after the initial implementation period. Design and Supply of Sustainable Reusable Carry Bag to the Participants 1. Design and produce 5,000 quality, sustainable reusable carry bags, integrating Bhutanese cultural elements and prominent 3Rs (Reduce, Reuse, Recycle) and GMC branding messages, ensuring both functional utility and local resonance. 2. Formulate and execute a robust promotional strategy to encourage widespread adoption of the reusable bag, utilizing targeted marketing, partnerships, and community engagement initiatives to maximize visibility and uptake.
