UNICEF East Asia and Pacific Regional Office is seeking an institutional contractor for the provision of Development of a Regional Workshop and Regional Guidance on the role of Social Workers and Wider Social Service Workforce in supporting children in the context of Migration in reference to LRPS-2025- 9198217 through UNICEF/UNGM online submission system which your company is invited to participate.   Background UNICEF East Asia and Pacific Regional Office is implementing a three-year (2024-2026) regional project "Ensuring Decent Work and Reducing Vulnerabilities for Women and Children in the Context of Labour Migration in SoutheastAsia” funded by the European Union through preventing and responding to child protection risks faced by children affected by migration, including labour migration. It does so by addressing legal, policy, and institutional gaps and barriers encountered by these children, and ensuring child protection systems are inclusive of all children regardless of their status. To ensure that laws and policies can be effectively implemented, the project focusses on enhancing national and regional capacities and mechanisms for policy implementation, service provision including strengthening the capacity of the frontline workforce (social workers, law enforcers including immigration/border officials, education, and health, where relevant), and prevention efforts, while empowering children and their families to prevent and mitigate the risks of family separation, violence, abuse, exploitation, and neglect. UNICEF East Asia and Pacific Regional Office (EAPRO) will support ASEAN Member States in strengthening the social service workforce, which plays a pivotal role in reducing the vulnerability of children, including by minimizing risks of family separation and exposure to harm, and enhancing community and family resilience before, during, and after their migration or displacement journey.   Objectives, Purpose & Expected results UNICEF EAPRO is seeking an institutional contractor to lead the development of ASEAN Regional Guidance on the Role of Social Workers, and the Wider Social Service Workforce, in supporting Children in the Context of Cross-Border Migration, and in development of a Regional Capacity Building Workshop for social workers and immigration officials on supporting children in the context of migration, including labour migration. The specific objectives of the assignment are: - Develop a Regional Guidance that will set regional standards for ASEAN Member States for practice in this area. - Develop and deliver a capacity building workshop (Training of Trainers format) to enhance the capacities of social workers and immigration officials. Expected results of the assignment include: - Regional guidance is developed to support the work of social work practitioners in the context of cross-border migration, including labour migration. - Social workers and the wider social service workforce have improved capacity to support children in the context of migration, including cross-border and labour migration. - Modules on social work support for children in the context of cross-border migration are developed for adaptation at national level and integration into national curricula for social work.   Location and Duration - The contract starting date is estimated to be 1 August 2025, or as early as possible, upon counter signature of the contract. All deliverables are expected to be completed by the end of June 2026. - The assignment will be completed remotely. The institution will be responsible for using their resources and facilities required for its completion. - The delivery of the workshop is planned in Bangkok, Thailand, upon agreed and approved workplan.
