UNESCO is implementing the Our Rights, Our Lives, Our Future (O³) and O³ PLUS programmes at the basic and higher level of education in 35 countries to promote health and well-being among adolescents and young people (AYP) in sub-Saharan Africa. While the O³ programme focuses on schools, O³ PLUS takes it a step further by equipping students in higher and tertiary education institutions (HTEIs) across East and Southern Africa (ESA) with the knowledge and skills to make informed decisions about their health and well-being. Both programmes support adolescents and young people to achieve positive health, education, and gender equality outcomes – including sustained reductions in new HIV infections, unintended pregnancies and sexual and gender-based violence. UNESCO’s interventions are targeted at learners, teachers, and educators through activities designed to strengthen capacity development, curriculum development, innovative digital platforms, and evidence generation. A central pillar of the O³ and O³ PLUS programmes is the deployment and maintenance of a suite of digital tools and interventions – including WhatsApp chatbots, mobile applications, online platforms, radio and TV interventions, and other low-tech direct-to-student solutions – that deliver Comprehensive Sexuality Education (CSE) at scale. These tools require sustained technical expertise for maintenance, enhancement, security, and user management, as well as the development of new solutions to address emerging programme needs. All this is done in the context of a regional Digital CSE strategy that UNESCO has developed for the O3 programme. Against this background, UNESCO’s Regional Office for Southern Africa (ROSA) is seeking a qualified and experienced firm to provide technical support and development services across six inter-related workstreams over an 8-month period.
