REQUEST FOR EXPRESSION OF INTEREST for the supply of Services for the Support WFP Ukraine on Vendor Research

Who We Are The United Nations World Food Programme (hereinafter referred to as “WFP”), with its Headquarters located at Via C.G. Viola, 68/70, 00148 Rome, Italy, is the leading humanitarian organisation saving lives and changing lives. WFP delivers food assistance in emergencies and works with communities to improve nutrition and build resilience, assisting almost 100 million people in approximately 83 countries each year. About 17,000 people work for the organisation, most of them in remote areas, directly serving the world’s most vulnerable populations. The WFP Ukraine Country Office is seeking a research company capable of supporting WFP Ukraine through the provision of the following services: Field research and inquiries into companies contracted by WFP Ukraine (both residents and non-residents of Ukraine); Integrated field research and mapping of linkages and affiliations between WFP contracted companies and their owners with sanctioned individuals/companies, and politically exposed persons; Identification of financial, legal, and reputational risks to WFP Ukraine in engaging with contracted companies; It is desirable that the company has the capability and experience to identify risks to WFP projects and operations within the country. Requirements for WFP Ukraine The service provider is expected to work in partnership with WFP Ukraine and to provide the capability to support vendor due diligence through the provision of desk-based research, and inquiries, as well as integrated research services. The service provider should be able to support WFP Ukraine over an extended period as defined by individual engagements agreed between WFP Ukraine and the service provider. Required Tasks/ Workstreams: ·Workstream I Desk Based Vendor Research: Conduct desk review research covering company ownership, affiliations with other companies, links to sanctioned entities/ and individuals (UN, USA, UK, EU etc.), sources of funds, ultimate beneficial ownership, links to political and criminal entities, civil litigation checks, bankruptcy and insolvency checks, comprehensive adverse local and international media and social media research to identify red -flags. ·Workstream II- Indirect Inquiries: In addition to workstream (I), perform indirect search inquiries through confidential sources using personnel not deployed to vendor’s location. ·Workstream III- Field Research: In addition to workstream I and II, deploy service provider personnel to  specific locations to conduct in-depth vendor research, including direct and/or indirect access to  individuals or to companies. ·Ongoing Monitoring: Continuous monitoring of WFP vendors against sanctions lists, and risks to  financial status, media reputation, political exposure, and changes in ownership or beneficiary structures. Across all three workstreams, the service provider is expected to deliver a detailed vendor research product upon completion of each assignment . The final deliverable should consist of a comprehensive written assessment supported by imagery or similar evidence-based materials, submitted to WFP Ukraine. Areas of Required Technical Expertise and Knowledge ·In-depth understanding of  the operating environment of companies and business owners in Ukraine; ·Ability to identify financial, operational, legal and reputational risks related to vendor engagement; ·Field Data collection to support vendor research activities; ·Secure and confidential collection and production of research reports; ·Secure, safe, and timely communication of all collected research data and information to WFP Ukraine; ·Data analysis and reporting; ·Field research experience, including in conflict and/or hostile environments; ·Remote research capabilities. Purpose of This EOI The purpose of this Expression of Interest is to identify suppliers with the technical expertise and capacity to provide vendor research support services to WFP Ukraine.  This EOI does not constitute a tender. Suppliers meeting the requirements may be shortlisted and invited to participate in future formal solicitation processes. Instructions for Submission to EOI Interested suppliers must submit the following documents: Table 1. Supplier Registration Form (signed and stamped by an authorized company representative); Table 2 Declaration of Honour; Table 3. AFAC Clause; Extract from the Unified State Register of Legal Entities, Individual Entrepreneurs, and Public Organizations; Tax registration certificate; Bank letter with bank details; Company structure / Organizational profile, including audited financial statements for the last two fiscal years, and other relevant documents. All documentation listed above must be submitted in English or Ukrainian, in PDF format, and emailed to: [email protected] . Upon closure of the submission period, WFP will evaluate all responses received and notify suppliers of the outcome of the evaluation process. Evaluation and Important Information Incomplete or unsigned submissions will not be considered. All submissions and supporting documentation will be treated as strictly confidential and will not be disclosed publicly. WFP reserves the right to modify or cancel this procurement process at any stage. Any changes will be communicated to all participants accordingly. Only shortlisted suppliers will be contacted.
