1. Introduction On behalf on UN Agencies in Rwanda, the United Nations Development Programme (UNDP) is looking for services of firms to provide interpretation and translation services. The Selected companies shall be able to provide high quality interpretation and translation services in/from English-French-Kinyarwanda and other languages required by One UN Rwanda. The Interpreters/Translators shall demonstrate a client-oriented approach, and ability to work with people of different nationals and cultural backgrounds.The Interpreters/Translators shall ensure effective and efficient provision of services, full confidentiality in all aspects of assignment, management of information flow and follow up on deadlines and commitments made.2. Background The United Nations Development Programme (UNDP) is committed to fostering inclusive communication and effective multilingual engagement across its diverse operational, programmatic, and event-related activities. To achieve this, UNDP Rwanda aims to establish three-year Long-Term Agreements (LTAs) with 3 professionals and certified service providers. The LTA will encompass the provision of high-quality translation, interpretation including sign language interpretation and rapporteur services, ensuring accessibility and inclusivity. This agreement is designed to guarantee the availability of reliable, on-demand language services, streamlining procurement processes while maintaining cost efficiency and adhering to the highest standards of quality. By implementing these LTAs, UNDP seeks to enhance its capacity to meet the growing need for professional language support in a timely and effective manner, furthering its mission of inclusive development and communication.3. Objective: The primary objective of this initiative is to establish Three (3) Long-Term Agreements (LTAs) with qualified service providers for the provision of professional interpretation/consecutive/Translation, Rapporteur and sign language services to ensureinclusive communication across various languages and accessibility for all participants at events and meetings and all audiences. These agreements aim to cover the following keyareas:i. Accurate, culturally sensitive, contextually relevant, and high-quality translation services for a range of materials, including documents, reports, and presentations ii. Professional interpretation services, including simultaneous, consecutive, and sign language interpretation.iii. Rapporteur services for documenting meeting and workshop proceedings. iv. Provision of necessary equipment for interpretation services, where applicable. 4. Scope of Services The service provider will be responsible for delivering the following services: Translation Services i. Written Translation: -Translation of documents, reports, presentations, and communication materials between English, French, and Kinyarwanda, Kiswahili, Chinese, Spanish, Portuguese, Arabic- Certified translations where required. - Proofreading and quality assurance to ensure accurate and contextually appropriate translations.ii. Delivery Requirements: - Translations must be delivered on demand, within agreed timelines, ranging from same-day delivery (for urgent requests) to 3-5 working days for standard requests.Rapporteur Services i. Documentation of Events: - Provision of professional rapporteurs to document meeting proceedings, workshop discussions, and conference outcomes.- Production of detailed, concise, and accurate reports, including summaries, minutes, and recommendations.ii. Languages: - Rapporteur services must be available in English, French, and Kinyarwanda, Kiswahili, Arabic, Spanish, Portuguese, Chineseiii. Delivery Requirements: - Draft reports to be submitted within 24-48 hours of the event. - Final reports to be submitted within 5 working days, incorporating feedback. Interpretation Services i. Simultaneous Interpretation: - Real-time interpretation for workshops, meetings, and high-level events in English, French, and Kinyarwanda, Kiswahili, Arabic, Spanish, Portuguese, Chinese- Sign language interpretation for inclusivity during relevant sessions.ii.
