Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The Team Leader will support the formulation of the DWCP 2027–2031 through comprehensive analysis of socio-economic & labour market trends at global, regional, national levels, including digitalisation, climate change, green transition, demographic shifts, & cost-of-living pressures. The assignment will review key labour & social policy reforms—such as social insurance, employment, wage-setting, trade unions, occupational safety & health, labour inspection—while integrating gender equality & addressing needs of vulnerable groups. The Team Leader will assess national development frameworks, incl. SEDS, 2026–2030 SEDP, relevant Party resolutions, applicable UN & ILO strategic frameworks (Country Analysis, UNSDCF, SDGs, ILO Programme & Budget). The process will be informed by evidence from DWCP 2022–26, Country Programme Review, evaluations, & related analytical materials. Cross-cutting priorities include gender equality, inclusion of ethnic minorities & persons with disabilities, environmental sustainability, just transition, alignment with international labour standards. Working closely with the Team Member & under the supervision of ILO Country Director (& designated focal point), the Team Leader will provide overall technical leadership, guide strategic prioritisation & sequencing in a constrained funding context, ensure coherence with ILO global & regional priorities, lead development & validation of Theory of Change, draft & consolidate the DWCP, and ensure quality assurance & compliance with ILO and UNSDCF requirements.
