Objectives and scope of the Assignment This assignment will support the Training needs assessment for implementation of International Health Regulation through data collection, processing, and logistics arrangements. This gap assessment will cover national, district and local level health care staff. In the assessment, the perceived capacities of the health staff will be compared with the prescribed standards of the international health regulations. In addition, the preferred learning methods and priorities will be identified. 3. Scope 1.Objectives and Scope Objectives General Objective To assess the current training needs at the national, provincial, regional, and local levels for the effective implementation of the IHR, with the goal of strengthening the ability to prevent, detect, assess, notify, and respond to health emergencies in Sri Lanka. 2. Scope The TNA is undertaken by the DDG ET&R of the Ministry of Health. The local research company/team needs to work in collaboration with the DDG ET&R and the Technical Working Group (TWG) to conduct data collection through surveys, key informant interviews (KII) in nine selected districts covering all the nine provinces in the country. The findings will be handed over to the TWG for the report writing. The whole process will be overseen by the TWG appointed by the Ministry of Health (MoH). The TWG, chaired by the Deputy Director General of ET&R, includes key stakeholders from various units of the MoH such as Director Training Unit, Quarantine Unit, Epidemiology Unit, Health Promotion Bureau, as well as representatives from the National Institute of Health Sciences (NIHS), Kalutara, WHO and UNICEF Country Offices and the UNICEF Consultant.
