Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The work consists of preparing a thematic brief examining skills development and lifelong learning in relation to older workers’ labour market participation. The work will analyse how policies, institutions and workplace practices influence older workers’ access to training and opportunities to update and adapt their skills. The brief will examine the policy and institutional landscape for lifelong learning, identify key barriers that limit training participation among older workers, and review evidence on approaches that have improved access to training and learning outcomes. The work will draw on international literature, relevant datasets and country-level examples across different income groups. The brief will also develop practical policy insights and recommendations for governments, employers, workers’ organisations and training providers on how to make skills development systems more accessible and relevant for older workers.
