1. BACKGROUND The World Food Programme (WFP) Ethiopia Country Office intends to enter into a contractual agreement for the Provision of importation of Bulk diesel fuel from Somalia to Ethiopia and for provision of refuelling retail diesel fuel in Somalia in accordance with the specifications set forth by the Regulatory Authority in Somalia. 2.
