The Ministry of Health (MoH) of Romania, with technical assistance from the WHO EURO, is committed to modernizing its national healthcare system as part of the National Recovery and Resilience Plan (NRRP). A key strategic goal is the introduction of a Pay-for-Performance (P4P) model to incentivize public hospitals and healthcare providers, improve patient outcomes, and enhance value for money. The MoH requires the development and implementation of a scalable and secure digital platform to support the P4P model and report data to support work on pay for performance. This platform will be the central tool for collecting, processing, and analyzing MoH hospital performance data. The purpose of this Request for Information (RFI) is to: Gauge the capabilities, experience, and solution approaches of potential IT vendors in the Romanian market. Gather market insights to refine the scope, technical requirements, and potential costing models for the subsequent procurement phase (e.g., Request for Proposal). This RFI is for information-gathering purposes ONLY and does not constitute a commitment to purchase or lead directly to a contract award.
